The problem
Reworking security after the fact bears no comparison with settling it on the drawings.
Cutting a slab for a route that was overlooked, altering circulation to create a restricted zone, or adding backup power after commissioning are paid for in works, in delay, and in degraded operation while the works proceed.
Responsibility compounds it. Four contractors, each compliant with its own contract, can still leave a defect at the interface between their packages — one no contractor answers for and the client ends up carrying.
