The environment

Partitioning comes before convenience, and it is paid for at design stage.

Systems must keep working when the link goes down, and withstand the compromise of one position without anything propagating. Partitioning by sensitivity level therefore comes before convenience of use, and it is decided on the drawings: added after handover, it is paid for in cut walls, reworked cabling and replaced doors.

The response matters as much as the detection. Video surveillance, access control, intrusion, fire and supervision describe the same event seen from five angles; bought separately, they leave the operator to correlate by hand what the system should correlate for them. The aim is a traceable response, not an accumulation of equipment.

The human procedure is part of the arrangement. A post that is equipped but uncomfortable is deserted within months; an instruction written after installation adapts to the equipment rather than to the need. The threat scenarios the client considers realistic serve as the reference, and every procedure is rehearsed before the system goes into service.
