Coordination brings together public and private operators whose systems were built separately, at different times, with no intention of talking to one another. The work is therefore about interfaces and data consistency, not about rebuilding: what costs is not the nominal exchange but the exception cases, and the ability to reconcile two systems when they diverge.
Resilience is the second constraint, and it is particular to this environment. A route, a control point or an operator can become unavailable without notice. The arrangement must stay usable in that state, which means deciding in advance what keeps working in degraded mode, and having proven it.
The field finally imposes its own rules. Crossing points are scattered, sometimes badly connected, often exposed. A design validated on the position at head office rather than on the most constrained site discovers in the twelfth month what it would have seen in the first.
