The problem

An equipped site is not a protected site.

A camera no one watches, access control without rights management, an alarm with no intervention instruction: each adds equipment without adding protection. What protects is the full chain — detection, qualification, decision, intervention, and a usable record.

Physical devices and information systems belong to that same chain. Treating them separately produces two arrangements, each coherent on its own, and a boundary no one watches.
