An administration that publishes a form and leaves the internal chain unchanged moves the wait. The user saves a journey, the department gains nothing, and inbound volume rises while processing capacity stays the same.
The constraint particular to this environment is not peak load. It is continuity: a civil register, a land reference or a control file is consulted for decades, by officers who change, on systems that change too. An architecture that is not documented becomes unreadable before it becomes obsolete.
Coordination is added to that. Flows cross several authorities with neither the same systems nor the same procedures, and interoperability here is a legal requirement as much as a technical one. Every control must remain traceable, including one carried out by hand, offline, at a border post with no link.
